FIFEplan, Fife Local Development Plan - Next steps

FIFEplan, Fife’s Local Development Plan, has reached the final stage in its preparation process. Fife Council has received a response from Scottish Ministers who have been considering the Plan, and advised that Fife Council should introduce two modifications to the proposals prior to adoption.


The two modifications relate to Rosyth Waterfront and Cupar North, and the Head of Economy, Planning and Employability is recommending that these be accepted prior to of plan adoption.


The Rosyth modification reflects the Council’s previous submission to the examination reporters to prepare an investment framework to support the regeneration of the waterfront. This will allow the Council to assess, consider and promote the best use of this nationally important economic asset, and ensure co-ordination of development on different sites at the strategic location of the Rosyth Waterfront.


The Cupar North modification is given to ensure that the required infrastructure associated with the scale of development is delivered, and done so through a comprehensive programme that is agreed with key stakeholders that enable that delivery.  Discussions already take place with developers, landowners, and key stakeholders on the implementation of this proposal. 


Ministers have also asked for reassurance of the Council’s commitment and ambition to delivery of the Plan and the housing land supply that it identifies.


These modifications are consistent with the Council’s position in approving FIFEplan for submission to examination in 2015 and subsequently agreeing to adopt the Plan after the examination. There are no changes to the allocation of sites in the Plan, and no changes to the overall direction of the Plan.


Robin Presswood, Head of Economy, Planning & Employability Services, said: “The Scottish Ministers have directed these changes to ensure the delivery of the development as planned in FIFEplan, Fife Local Development Plan. These will clear the way for the Plan to be adopted and form part of the Development Plan for Fife. The Economy, Tourism, Strategic Planning & Transportation Committee will consider a report on the 3rd July 2017 recommending approval of the changes.”
