Risk Profiling

Effective health and safety risk profiling acknowledges that risks with broad or Service-wide impact are more effectively managed and resourced from a central overview, thus avoiding duplication and potential inconsistent effort to mitigate risks at lower organisational levels.

Health and Safety Risk Profiling supports and complements our Risk Assessment processes by enabling the identification, evaluation and management of Service-specific and Service-wide occupational health or safety risks at senior management level.

 With a few exceptions, health and safety risk profiling follows the familiar process of managing any business risk, defining and prioritising risks and assessing them in a proper context with business delivery and resource requirements.

Occupational Health and Safety Risk Profiling was established as an additional mandatory requirement  by the Corporate Health and Safety Strategy Group (December 2016) and confirmed by amendment to the Council's Health and Safety Management Framework

Risk Assessment


 

Risk Assessment can be defined as a careful examination of what, in our work (tasks, processes and activities) could cause harm to people, so that we can weigh up whether we have taken enough precautions or should be doing more to prevent harm.

 

All modern health safety law embraces the concept of legal compliance via risk assessment, a process which forms the foundation and basis for successful management of Health and Safety in any organisation. Risk Assessment is an essential element of our key Health and Safety Policy objective of adopting and maintaining safe systems of work across our entire undertaking.

 

Responsibility to ensure Risk Assessments are adequate (in legal terms “suitable and sufficient”), and that they are effectively conducted, monitored and reviewed rests with Fife Council as the employer. Responsible Senior Managers are identified in the Council’s Health and Safety Management Frameworks.

 

All our employees and safety representatives have a valuable contribution to make to the Risk Assessment process, assisting in identifying workplace and activity hazards and in ensuring the continued effectiveness of our control measures.

 

Fife Council’s preferred method for the development, management, monitoring and review of risk assessments applies a Group approach, involving relevant managers, employees and safety representatives; mentored by health and safety professionals and supported by other sources of competent advice as required.

  • (OHS-C-12.G1) guidance on the practical implementation of a process for risk identification and the development and management of task and activity-based risk assessments.
  • Standard Terms of Reference for Risk Assessment Groups (RAGs). Includes operating principles, individual roles and expectations.
  • A reference copy of a presentation to RAGs- usually delivered by Corporate or Service Lead Health and Safety professionals.
  • Guidance on application to specific "at-risk" groups (Young Persons, Lone and Remote Workers, New and Expectant Mothers).
  • Frequently Asked Question (FAQ) section providing explanation and discussion on a range of relevant defined terms.
