Workplace Safety inspection
The Council's Health and Safety Management Framework requires Services to incorporate planned workplace safety inspections into their health and safety management monitoring activities.
Workplace Safety inspection is an effective and essential part of a systematic approach to hazard identification and risk reduction.
Workplace Safety Inspection, with effective leadership and application, and involving employees and safety representatives, encourages a common interest and ‘ownership’ of health & safety issues in the workplace, also providing a ready means of identifying and dealing with common health and safety problems which arise in the workplace.
Form F2 is to be used as a systematic Checklist and forms the basis for the Workplace Inspection regime in the great majority of our premises, particularly lower risk premises such as offices, stores, libraries, museums etc.
Our "New Sites and Premises" Procedure OHS-C-11 provides additional information on the minimum health and safety requirements which must be in place to allow the safe occupation of new site and premises. It is accepted that ongoing management of H&S issues may continue post occupancy.
Form F3 was developed by the Corporate Team in conjunction with and specifically for Fleet Services Workshops and is included here to offer a useful template and perhaps provide inspiration to others within the Council tasked with developing Checklists for other medium and higher risk Workplaces, e.g. Woodworking and other Machine Shops, Construction Sites, etc.
n.b. the Procedures and Checklists provided here are not relevant to Construction and other Sites of a transient nature.
An initial quarterly frequency of Workplace Safety Inspections is recommended within Fife Council. Frequency may be reduced at the discretion of management to 6 monthly where there is evidence that a reasonable standard of compliance and good housekeeping has been achieved.
Fife Council (via our Health and Safety Management Framework) also promotes a “back to the floor” system of ad-hoc or planned visits by Senior Managers to the workplaces they are responsible for. Safety Tours are usually unannounced, and are intended to provide Managers with a real-time appreciation of safety behaviours and compliance (by employees and contractors). Safety Tours will usually involve informal discussion with employees and contractor staff, providing information on the effectiveness of supervision, routine compliance with local rules, and safety controls. Safety Tours can be applied at both fixed and temporary workplaces. Feedback from Safety Tours should be discussed at the appropriate employee consultation forum.
A suitable program of Safety Tours should be developed, monitored and reviewed via an appropriate level of Management Team Meeting.
